New iTunes and Vista problem, how can I fix it?

Ever since I got my computer with vista on it when I run iTunes it seems as if it is re-installing the program everytime I open the program. But now that I downloaded 8.0, I get the message that I must restart my computer for my settings to take effect, so in essence, I can never get iTunes to open now. I have restarted my computer over 10 times. How can I fix this?

the answer is by Ian C :
i would check the iTunes site i seen a thing last night that there is some big issue with it that they are working on fixing. only thing i can suggest to do is uninstall it and install 8.0 fresh sometimes there are registry issues that occure and this will fix them.

This problem is very, very widespread and it sucks. I was
hoping 8.0 was the solution to this problem — but now iTunes
won’t open at all! Some guy on the board through the link I
posted says he has found a solution, but I either did
something wrong or whatever. Because I still can’t get iTunes to open.

Like the previous guy said, though, it still works fine with XP on
    my other machine.

I can’t believe they’re not fixing this. Only making it worse.
