I would first try to borrow a disk from someone. If you can't There is a solution, but it will take a bit if time.

You can download a Vista Recovery Disk from Neosmart Technologies.
This is a legal download, as the disk has no installer. It just functions as a recovery disk.

The download is a torrent file due to it's size (120MBs), so you'll need to use a torrent client, like utorrent (http://www.utorrent.com/) to download the Vista Recovery Disk ISO file.
After you've downloaded the ISO file, you'll need to burn it to a CD using an image burning program, like IMGBurn (http://www.imgburn.com/).

Both programs are free and easy to use.

Once that's done you can boot to the disk and repair your Vista installation.
