i was in college today and a guy had his laptop open and at the top of the desktop it looked like a gadget side bar!! but had internet shortcuts and itunes shortcuts and it wasn't as wide as the sidebar? any1 know how 2 do this?

i just cant get my OS to use all my 4gb of ram
in system it says 4gb in the bios still 4gb and then on my cpu and ram usage meter on my desktop gadgets, it says i have 3325mb any help how i can get it to notice and use all 4gb.
